I do not think that he was waiting for Morrell senior or junior to come up with a way themselves. He lets Caderousse get away (for the third time), believing that God (through the hands of Andrea/Benedetto) will punish this third and last transgression. This is the whole philosophy during his journey of vengeance. He wanted to be that last act of miracle. He thinks of himself as Providence, as someone supported by God himself, which is why he believed that nothing bad would happen to Monseiur Morrel. I disagree with the other commenter on this post who just said 'because he's petty', yes he is petty but in these 2 cases I see it as acts of absolute love and respect - to his old mentor and his sort of adopted son. I think it's for the same reason he waited a whole month to save his father.
